I have herzogi and keep them in natural set up in rain water with a ppm less than 50 and pH slightly below 7.0 . If you can have rain water ,don't put your money in osmose water system.

The Tº is too high,better is around 20º C.If they don't eat may be the food non eaten contaminate the water and you have too many bacterium .

28ºC is too hot for aphyosemions, would be better around 20-21º C. You can try to put ice cube in tank to low down the Tº.You never get eggs at this 28ºC.
